Survey stores nearly all of the available settings in the Design File Settings. Creation of a seed Survey DGN file will provide for a consistent, simplified workflow.

There is certainly the potential for an organization to have multiple Survey seed files. These may vary based on your symbolization requirements, different field crew coding techniques, or one of a number of other scenarios. No matter what the reasoning for one or more, creating a Survey seed file makes a lot of sense.
